UPDATE 3/29/12:  
Scheduled Meeting: The San Dieguito Planning Group, at its request, has moved the presentation/public hearing meeting to the evening of March 29th, 7:00 pm at the RSF Fire Department. At this meeting the proposer is asking for a Major Use Permit and rezone for the land on the 
east side of Four Gee Road just north of Camino del Sur west of 4S Ranch. The item will probably be heard after 7:30 PM allowing for introductory business to be conducted.

A few details about the project:

  1. A total of six buildings (four one-story and two two-story, one with 52+' and 47+' towers) providing 89,234 SF of space on 9 acres built in two phases to provide seating for 1,000 in Phase One and 1,500 in Phase Two.
  2. In addition to Sunday church services there will be a 50-student pre-school/kindergarten in Ph. 1, and 150 students in Ph. 2 as well as bible study and recreation on weekdays.
  3. Parking for 420 vehicles in Ph. 1, 521 vehicles in Ph. 2.
  4. Land is requested to be rezoned from S88 (Santa Fe Valley Specific Plan) to RS-2 (Single-Family Residential, 2 dwelling units per acre, which allows Civic, Fraternal or Religious Assembly with a Major Use Permit.)

The 4S/Santa Fe Valley Mega-Project Abatement Coalition (4S SFV MPAC) is a well-organized group of community homeowners and residents whose mission is to preserve our safety and our families' quality of life by preventing large-scale development efforts that have significant negative impacts on our neighborhoods, using public awareness campaigns, political action, legal methods and other means as necessary. In essence, we demand to maintain the integrity of the Santa Fe Valley Specific plan, which calls for low-density/low-impact use and the preservation of open space.

Mission and Goals
The 4S-SFV-MPAC has come together to accomplish a specific mission and set of goals; to prevent projects from being developed in our community that are not in keeping with the lifestyle, safety, aesthetics, and current look and feel of the Santa Fe Valley communities.

We HAVE NOT come together to, in anyway, interfere with, intervene in, hinder, and or otherwise get in the middle of the proposer’s business dealings with any person or entity it may have current ongoing relationships or potential relationships with, of any kind, including the parcel that the proposer has in escrow which is set to close on the 27th January 2011.

We are a group of multi-denominational residents who have come together for the sole purpose of preserving our community as it is currently configured in a civil, legal, and professional manner.

In addition, it is not a part of the 4S-SFV-MPAC group's mission or intent to, in anyway, provide any economic opportunity to any one, or sub-group who obtained information from having access to the 4S-SFV-MPAC information. Our intent does not include providing any opportunity for personal gain in any manner.

We DO NOT endorse any activities, whether as a group, sub-group, or an sole individual other than what is posted on our materials as our mission and goals.

We have provided the information to the community as a public service to assist in accomplishing the 4S-SFV-MPAC group's stated goals and mission and for no other purpose.

Any other use of the information, or any actions that are contrary to the 4S-SFV-MPAC mission and goals, are not authorized, sanctioned, or in anyway to be represented in-part or as a whole as coming from 4S-SFV-MPAC.

We came together in response to the proposal of a Mega-Project to be located in our residential neighborhoods. We feel the size of this project is not appropriate for the location for many different reasons. Look around this site to find out more about the proposal, anticipated impacts, and what you can do to help prevent the project at the current location. We also have template letters available for you to easily contact your county official with your response to the Mega-Project.

SIGNATURE INITIATIVE RESUMES
After a very successful Spring 2011Signature initiative  in opposition to the proposed project  we will continue our efforts  with another this month,  February 2012. We will need volunteers for this effort. All forms are in place and we have identified 5 to 6 team leaders.  If you can volunteer to assist, please contact  MPAC Spokesperson, Steve, as soon as possible.

HOME OWNERS ASSOCIATION RESOLUTIONS

Home Owner Associations in 4S Ranch and La Vina, Bel-Etage, Savenna and Salviati  have communicated resolutions on the mega-project. Although each has slightly different wording, the gist is on behalf of the home owners, the HOAs oppose the project. These resolutions will go on to the San Diego County Board of Supervisors.


LAWSUIT FILED
The Salviati Homeowners Association has filed a lawsuit against the Proposer, The Developer- Ron Harper personally, and Harper Communities. We encourage everyone to read it for the type of alleged offenses committed by the Proposer, Developer, etc. We will report on developments of the lawsuit as they are made public.

PROJECT PLAN AVAILABLE ONLINE
We have a preliminary DRAFT of the project plan that was presented at the San Dieguito Community Planning Group's meeting on 1/6/11.  It is not a final version of the project, but shows the intention of the project proposer.

DPLU LETTER UPDATE
We have written a letter to the Department of Planning and Land Use which the Planner included in the scoping letter going to the proposer. We also sent a copy of the letter to all the board members at the County Board of Supervisors. About 366 people from our community signed the letter. If you were not able to sign, but want your voice heard sign up for our yahoo groups website, so you can stay informed.

SCOPING LETTER RESPONSE
The final deadline for the Proposer to respond to the Scoping Letter of the San Diego County Department of Planning and Land Use was January 16th, 2012. We will post the response when it is made public. We've asked the Proposer for proof of compliance with their current conditional use permit in Carmel Mountain, and have not yet received detailed documentation.

MPAC COMMUNITY WORKSHOP PROPOSED MPAC has invited the Proposer to attend an MPAC sponsored community workshop. We suggested a venue such as Del Norte High School Gymnasium, which could accommodate the large number of concerned citizens in our communities, with a neutral 3rd party moderator, such KPBS or another news outlet. The purpose of the workshop would be to allow the community to ask questions of the Proposer by a neutral party, and gain answers. The proposers have declined three invitations for such workshop.

REDISTRICTING

The San Diego County Board of Supervisors has redistricted the areas that they supervise. They revised the district of the proposed project parcel. Bill Horn was the former Supervisor for that area. Pam Slater-Price's is the new supervisor. MPAC organized a letter writing campaign midyear of 2011 to the Supervisors. If you did not participate at that time, you can send a letter now to Ms. Slater-Price. See the "Resources" section of this site for a template.
